1. "FIT FOR PURPOSE" SCHOOLS - THE COUNCIL'S ASPIRATIONS
We begin the survey by asking for your views on the principles that the Council applies to ensuring that its primary, nursery (and nursery classes) and special schools are fit for purpose. The Council's aspirations fall under three headings: suitability, sufficiency and condition.
"Suitability" - The Council believes that schools must have a high quality of design and space to maximise their educational function: it also believes that ease of use and accessibility are important elements.
"Sufficiency" - The Council believes that adjustments to the pattern and supply of school places to adapt to changing "demand" is challenging but essential. At present, many of the Council's primary schools are below 60% occupancy against capacity and Audit Scotland has described the Council's primary school estate as "inefficient".
"Condition" - The Council wants to work to improve the physical condition of schools with the aim that 90% of pupils are in A and B category schools (defined as "good" or "satisfactory") and that plans are in place to tackle any schools in categories C or D (defined as "poor" or "bad").

2. YOUR PRIORITIES
In setting out its priorities for the primary, nursery and special schools review, the Council has to take account of a number of factors, which we have summarised below.
Budget Pressures - Local authorities will have to make major efficiency savings over the next few years. The exact amounts are unknown but will run into millions of pounds.
Occupancy Levels in East Dunbartonshire Schools - Due to a steady decline in pupil numbers, "occupancy" of schools in EDC is currently 66% of capacity overall and a steady decline in pupils is forecast for the foreseeable future.
Current Schools Condition - The Council has now improved the quality of its secondary schools. However, too many of its other schools are not in a good enough physical condition.
Curriculum for Excellence - The new "Curriculum for Excellence" includes a drive towards high quality, flexible learning spaces, new ways of learning and effective use of technology. All of this will have additional implementation costs.
These challenges give rise to a number of competing priorities for expenditure, which are explored in the following questions.
Q2.1 Within the resources that are available, the Council will need to make decisions about where to apply these resources. We are therefore keen to understand what people in the community think ought to be priorities.
